Giant Cargo is Level 8 and can be bought from the Golem for $3.5 billion, available to be found in one of the Treasure chests.
It requires 250 Black Opal and 250 Polonium 1. Cargo Bays does not add any wattage to your Drill, but they do expand your capacity.
