Materials are the resources you get from miners (both Minerals and Isotopes).

You can use sell them for money on the sell center. You can also use them to craft Blueprints, which will give you better tools for your Drill, and for many other upgrades.

Oil, Building Materials and Nuclear Energy are also resources, though we don't call them "materials" since they don't come from miners, and cannot be sold.

Important Note: Isotopes take up cargo space but not all the three variants. In detail only isotope1 takes up space while isotope2 and isotope3 don't. E.g.: Polonium1 takes up space but Polonium2 and Polonium3 do not.
